Is there an ITAR or EAR requirement to screen visitors to your facility?

Does this sound familiar?

You are visiting one of the major aerospace primes, in the lobby the receptionist asks you for your driver’s license and you are required to sign in and acknowledge whether you are a U.S. Person or not. 

Is this process necessary and if so, why?
